That could be a nightmare or a study in paper-storms depending what state you're going to register in.
It looks like there's a tag on the windshield, that could be a starting point.
I lost the title on mine and then moved out of state, but was able to register it with
the old registration certificate. that was NY to FL.
There are also services that will help to get it registered but last time I went down that path it was about $400.00
There has to be some kind of paper trail with that car, wouldn't hurt to inquire!
Good luck & just my thoughts are if you're going to take a look at it, I'd bring whatever you feel comfortable spending on it
but if it were me I'd offer $350. & bring a trailer with you.

Called for info on this one. No engine, interior is shot, and he refused to post more pictures or discuss the status of the car or paperwork. Even as a parts car, I'd like to know about the condition of the parts!

Sounds like the seller is frustrated & unhappy,
sometimes these projects can make you miserable rather than offer the therapy we all hope for.
The cars been posted for more than three weeks so it might be better to wait for a better deal.
Are you local to Jersey? There's usually a few listed on CR in Central South & Northern Jersey as well as Philly.
Recently CR had a kit car shell listed somewhere for free with title.
If you want to do a total rebuild, you could continue to pester the guy,
because it's unlikely to get sold at that price!

He said it was a friends car that he got for scrap parts. Sounds like he got stuck with it...
As for locale, im closer to Allentown and philly. Ill keep my eye out on CR.
