last yr strands broke off right up front before clutch pedal connector.changed it and just did same thing today so just replaced again. the biggest pain is getting towed even though i have aaa it is a project towing these things lol! what i found works best is a tow truck with wheel snatcher and dolly wheels have worked best.

You must have some sort of metal tooth at the opening of the clutch tube that is fraying the cable.

How is the ground strap between the trans and chassis? If your battery is grounded to the chassis with a heavy cable [as was the original Beetle] and the ground strap breaks or is badly corroded then when you start the car the clutch cable becomes the ground path. As it is only the equivalent of 10ga wire, instead of 0ga, it heats up. This heat will stretch/fatigue and break the cable over time. Less time if you start it with the clutch pushed to the floor.
On all of my cars I run the battery neg [0ga]directly to the lower starter mounting stud then I run a 10ga one from the battery to the chassis.
