Where there's a will, there's a way. $1800 isn't as many leaves to rake as it was when I was a kid but I did it every year just to pay my insurance for the next year...to drive a bug with no infractions. I did it from the time I was 16 until 19 and then again off and on as needed until I was 35. Life is fair. We all do what we have to to get by or to aquire gain (within the confines of our own moralities). Buy a rake and start at the guy's house you owe. At $30+ per small lot it won't take long to get your money. You could get a paper route, deliver pizzas or flowers. Right now your dad might have no way to pay but you have time. I say don't give up and convert your time to cash. Take the load off your dad and get the satisfaction of driving a car you worked for.
