What would cause a voltage reading (using a good Fluke digital meter) at the battery to jump between 6 volts and 12 volts just like the turn signals blinks on a regular interval?

This is with the motor running and the alternator disconnected.
With the battery hooked up and on a charger.

It I pull the connector off the battery, the charger can just keep it running.
